MISSION
The New Orleans Educational Telecommunications Consortium (NOETC) identifies and fosters methods by which its member institutions acquire and utilize the emerging technologies pursuant to each member’s academic mission. NOETC facilitates the research, development, funding, and effective implementation of these technologies to support technology-enhanced instruction and related activities.
HISTORY
The New Orleans Educational Telecommunications Consortium (NOETC) was formed in 1980 and incorporated in 1982 as a 501(c)(3) nonprofit entity. Founding institutions included Dillard University, Loyola University New Orleans, New Orleans Baptist Theological Seminary, Our Lady of Holy Cross College, St. Mary’s Dominican College, Southern University at New Orleans, Tulane University, and Xavier University. The Consortium’s initial focus was post-secondary institutions’ programming the New Orleans higher education access cable channel. In recent years the organization’s mission has expanded with the technology available for the non-traditional learning experience
In 1994, NOETC completed construction of a 4-channel Instructional Television Fixed Service (ITFS) system, installed to deliver live and pre-recorded educational programs to partnering colleges and universities, businesses, other education institutions, and the general public. These combined “broadcast” capabilities for students, special constituencies, and the public at large represent an extraordinary opportunity for the participating colleges and universities.

1988 - 2000: Executive

July, 1988 - NOETC Programming Council organized to coordinate cable programming activities.
July 1, 1988 - FCC grants NOETC license to construct and operate a 4-channel ITFS (instructional television fixed service) system.
September 1988 - NOETC programming premieres on Cox Cable Channel 48, The Education Channel, sharing time with the Orleans Parish School Board.
March 28, 1989 -The Higher Education Channel, Channel 52, Cox Cable New Orleans premieres.
February 2, 1990 - NOETC activates cable channel head-end at Delgado Community College. The Higher Education Channel is moved from channel 52 to channel 06.
March 1, 1990 - NOETC introduces NASA Select Television, serving as exclusive outlet for 18 months.
April 20, 1990 - Tulane University installs second head-end for The Higher Education Channel at the studios of Tulane Student Television.
January 15, 1991 - ITFS system activated. NOETC’s University-Corporate Network is initiated.
May, 1992 - NOETC relocates offices to 1215 Prytania Street.
October 15, 1992 - NOETC completes construction of ITFS network, with all member institutions linked to the system.
January, 1993 - ITFS receive unit installed for the Jefferson Parish Educational Access Channel (channel 08, Cox Cable Jefferson). The Higher Education Channel programming featured in Jefferson Parish each weekend.
January, 1994 - Nunez Community College is granted membership in NOETC.
January, 1994 - Violet Cable connected to ITFS system.
August 1995 - Construct 50' tower at Delgado Community College.
June 20, 1996 – NOETC connects the New Orleans World Trade Center to ITFS system.
January 20, 1997 – NOETC executes excess capacity lease with BellSouth Entertainment, calling for digitization of the microwave system.
April 30, 1997 – NOETC joins the Academic Consortium for Global Education (ACGE)
February 5, 1998 – NOETC joins the University Continuing Education Association (UCEA).
March 28, 1998 – Dr. Robert Lucas announces his intent to retire, effective April 1, 1998.
July 1, 1998 – NOETC relocates office to the New Orleans World Trade Center
2000 - 2004: Interim Executive Directors: Mr. Michael Adler and Dr. Lee Thompson

November, 2000 – Mr. Michael Adler introduced as Interim Executive Director.
January 01, 2001 – NOETC secures PTFP Grant in the amount of $62,319.00.
May, 2001 – Michael Adler, Interim Executive Director, executes a contract for cable channel management with the New Orleans Media Center.
September, 2001 – NOETC joins the Consortium for Colleges and University Media Centers (CCUMC).
January 2002 – NOETC begins affiliate cablecast of Deutches Welle Television (German language programming).
February 2002 – NOETC begins affiliate cablecast of Classic Arts Television.
September, 2002 – Executive Committee convenes, with new membership, to elect new officers, develop a new Mission Statement, and restructure the organization. Proposal submitted to Board of Directors in December 2002.
September, 2003 – Dr. Lee Thompson is introduced as Interim Executive Director.
April 2004 – Dr. Susan M. Simkowski is introduced as NOETC Executive Director. NOETC joins the National ITFS Association.
